Preamble:
 
The Scranton Neuroscience Society was established during the fall of 2002 by Mark Bell, Kunal Patel, Melody Testa, and Marc Ciucci, along with Dr. J. Timothy Cannon and Dr. Robert Waldeck in order to promote Neuroscience in all its forms within the greater Scranton region.
 



Article I:  Name

   
Section 1:    This organization shall be titled the Scranton Neuroscience Society.
   
Section 2:    Hereafter, the Society may be referred to as the S.N.S.
 



Article II: Purposes

   
Section 1:  To gather all Neuroscience majors along with those developing an interest in learning more about this field of science.
  
  Section 2:  To provide support and guidance for students in their undergraduate study in Neuroscience.
    Section 3:  To provide information regarding graduate and post-graduate studies in Neuroscience.  Additionally, information will be provided concerning internship and summer programs to all members in order to encourage them to expand their knowledge and experience in the field of science.
   
Section 4: 
Social gatherings will be held for the members to share their thoughts and concerns and resolve any concerns of their academic process.
 



Article III: Membership

   
Section 1:  Membership is open to all persons with an interest in the field of neuroscience, regardless of age, race, college major, level of education, and economic status.
    Section 2:  On a year-to-year basis, if three fourths of the counsel members (elected officers, faculty advisors, and committee chairs) vote upon charging a due based on the financial need of the year in concern, a small nominal fee may be charged for membership. This fee shall not exceed $5.00 per school year.
    Section 3:  Club members may have one unexcused absence for their respective committee meetings per semester. If more than one absence is recorded, the member will be placed on probation.  Probationed members will meet with the Secretary to discuss their past and continued involvement with the Society.  The probation status will lifted upon the conclusion of the semester in question.  If the member commits an additional unexcused absence while on probation, they may face termination by a majority vote of the elected officers.
 



Article IV: Officers

    Section 1:  The officers will be present to serve the members regarding any concern they might have in the existence of the society that deals with Neuroscience. They shall be the ground workers in keeping the society on its path.
   
Section 2:  The officers will be elected at the end of the spring semester of every school year. From the time they have been elected till the end of the year, they will be in constant consultation with the current officers to be trained and informed of all their duties.
   
Section 3:  There shall be four officers in charge of the society and its functional existence.
They are: a) President, b) Vice President, c) Treasurer, and d) Secretary.
There shall also be one faculty advisor and one faculty coordinator.
The duties of the Officers and the Faculty shall be:
    Section 4:  PRESIDENT
    The president is the final authority figure of any decision-making agenda. This person will also be the communicating link between the members of the society and the faculty involved with the society. The president will also be in charge of publicizing all of its events the society holds along with promoting the society in general and will also be the host of all special events the society organizes. The president is in charge of organizing the committee meetings and the society meetings.
   
Section 5:  VICE PRESIDENT
    The vice president is in charge of coordinating all of its events, submitting all of the required papers to the student government, and keeping in contact with the officers and staff of the student government regarding all the events the society holds. The vice president is in charge of all the committees (committees are explained later on) and their activities. The vice president will be responsible for fulfilling the society's service activities in conjunction with the treasurer and the service committee chair.
   
Section 6:  TREASURER
    The treasurer will be in charge of the cost analysis of each semester of the society's functional existence. This person will also be in charge of requesting money from the student government and organizing fundraisers to fulfil the unmet requirements by the student government. The treasurer will also be in charge of the service activities in conjunction with the vice president and the service committee chair.
   
Section 7:  SECRETARY
    The secretary will be in charge of keeping minutes of all the meetings. This person will be responsible of having all the contact information and names and their designated committees in coordination. The secretary will be the person of linkage for information between the officers and the society's latest updates with the members.
    Section 8:  If there is any situation in the future where anyone of the officers lost their position either by impeachment or by personal will, the person below that position moves up the rank and there shall be a small election held to fill the position of that person. The order of rank is as listed above.
   
Section 9:  In addition to the four officers, there shall be committee chairperson leading each individual committee. There will be different committees appointed to different activities of the society; such as, service committee, incoming/outgoing committee, Brain Bee/Kids Judge committee, What's News committee, and any more that we shall form in the future to our activities list. The committee chairperson will be in charge of organizing/coordinating/running each of their activities along with publicizing them. These committee chairpersons are selected on the basis of first choice and seniority of the members surveyed during the first meeting of each year. The committee chairpersons are included in the leadership counsel and have the voting capacity for any amendments or changes that the society makes in any given semester.
   
Section 10: Impeachment of any of the officers shall be by three-fourths vote of the leadership counsel. And impeachment of the committee chairpersons will be by three-fourths vote of the officers and the faculty. Impeachment may only arise if that particular person had not been fulfilling their duties and if members or other officers had been compiling complaints to the faculty advisors.

 



Article V: Meetings

   
Section 1:    There shall be three major meetings per semester:
        1) The introductory meeting of the semester summarizing all the events and agenda of that semester.
        2) The guest speaker, this meeting will be held when the society brings in a neuroscience speaker around the mid semester time frame.
        3) The last meeting of the semester held to conclude the semester and to hold election for the next school year.
    Section 2:  There shall be biweekly meetings of the leadership counsel for the purpose of summarizing the goals of the committees and their accomplishments up to date.
    Section 3:  The committee chairpersons may hold meetings at their own will depend on the situations the chairperson face to get their job done on time.
 



Article VI: Elections

    Section 1:  All members are qualified to vote for candidates running for the officers' positions at the end of each academic year.
   
Section 2:    Members are qualified to become a candidate for the positions of Secretary, Treasurer, and Vice President if they will hold junior or senior status during the academic year that the term will be served.  Members are qualified to become a candidate for the position of President if they will hold senior status during the academic year that the term will be served.
    Section 3:  Members wishing to become candidates for a position, who meet the criteria in Article IV, Section 2, must be nominated for election by a fellow member of the Society.  Nominations for the following term will be accepted from members any time after the seventh of April.   Nominations must be submitted to the Vice President or Faculty Advisor via electronic mail or a written statement.  
    Section 4:    Elections will be held during the final general assembly of the Society in the Spring Semester.  The President will state the names of the candidates for each position in the following order: Secretary, Treasurer, Vice President, and President.  After each group is announced, additional nominations for that position may not be accepted.
   
Section 5:    The votes will be cast by secret written ballot.  Members who cannot be present at the general assembly may vote by a write-in ballot that is to be handed to the Faculty Advisor in person.  
    Section 6:    Faculty Advisor and the Faculty Coordinator will maintain voting integrity, count the ballots, determine a winner and hand the results to the President.  The President will then announce the Officer Elects to the Society.  

 



Article VII: Amendments

   
Section 1:  After reviewing the constitution and the mission statements, the newly elected officers may change or add information to this constitution.
   
Section 2:  The amendments may be passed on a three-fourth vote by the leadership counsel proposed by any member of the officers.
   
Section 3:
  The newly formed changes must be signed by the faculty advisors and submitted to the student government for keeping records with the student life     department.
