GOVERNANCE THEME

The University will remain graced with collaboration in the pursuit of its mission. It will ensure that its governance structures encourage an understanding of and an involvement in its strategic vision.

Strategic Goals and Objectives

I.

Goal

The University will study its present philosophy and system of governance, including a review of other systems.

Objectives

  1. Map the University's present governance system including:
    1. A derivation of the University's present governance philosophy.
    2. An analysis of the present committee structure and decision-making flowchart.
       
  2. Review various governance philosophies in order to identify and study at lease five different models of university governance.
 

II.

Goal

The University will establish guidelines for communication the better to support University governance. See Financial Responsibility Goal V, Objective C.

Objectives

  1. Identify impediments to effective communication within the University's current governance system.
  2. Formulate solutions to shortcomings identified in Goal II, Objective A.
  3. Write guidelines for groups and individuals to follow in communicating plans, policies and decisions.
 

III.

Goal

The University will design a streamlined System of Governance that ensures that relevant University constituencies are engaged in the planning, policy-development and decision-making processes at the optimum time.

Objectives

  1. Identify impediments to effective governance within the University's current system.
  2. Identify areas of redundancy and ambiguity in the committee structure and decision-making process of the University's present governance system.
  3. Formulate solutions to shortcomings identified in Goal III, Objectives A and B.
  4. Incorporate best practices both from within the University and from the review of different governance models.
  5. Complete a document that articulates a revised System of Governance for The University of Scranton, including a philosophy statement, committee structure, guidelines for communication (Goal II, Objective C), decision-making flowchart and assessment plan.
  6. Consult extensively within the University on the results of objectives IIIA through IIIE in an effort to promote understanding and consensus.
  7. Seek the endorsement of the System from relevant bodies and the approval from the Administrators' Conference and the Board of Trustees
 

IV.

Goal

The University will Implement a revised System of Governance.

Objectives

  1. Produce and distribute the System of Governance to the University Community.
  2. Orient the members of the University community to their roles and responsibilities within the revised System. See Financial Responsibility Goal V, Objective C.
  3. Prepare for the inception of the new system (elections or appointments) and implement any changes recommended for existing committees or bodies.
  4. Implement the new governance system.
 

V.

Goal

The University will evaluate the effectiveness and efficiency of the revised System of Governance.

Objectives

  1. Formulate a means of assessing the effectiveness of the revised System of Governance, incorporating feedback acquired through extensive consultation with the University community and information gather from Goal II, Objective A and Goal III, Objectives A and B.
  2. Prepare an evaluation report that would encompass an assessment of the governance system and any needed modifications.
  3. If necessary, seek the endorsement of any modifications from relevant bodies and the approval from the Administrators' Conference and Board of Trustees.
